The Council is the foundation for a wide variety of social and educational programs serving the seniors of both local and rural Adams County. In addition to a Craft Workshop, there are regularly scheduled activities and special events. The Council also provides coordination of the Senior Transportation Program. Four Vehicles and one handicap bus are available for transport of people over 60. A small donation is requested for use of this service.

The Department of Human Services - Rehabilitation Services (DORS) is the primary Illinois State Government agency providing services to persons with disabilities. The agency also advocates on behalf of this segment of the state's population. This is a group for first-time teen parents. The group meets for a bi-annual eighteen week session for which a student can earn 2 unit of high school credit. The York Street Branch facility is located at 639 York Street in the Quincy Senior and Family Resource Center. The Branch houses the collection and services of the Outreach Department. A wide variety of material is available at the Branch, including large print and regular print books, children's books, videos, music CDs, magazines, newspapers and books on tape. Computers are also available for patron use.
Home delivery of library materials is available to any library patron who is temporarily or permanently unable to visit the library due to age, illness or physical disability. Deliveries are made to private homes, apartment buildings and nursing homes. Regular home deliveries of materials can be arranged by calling the York Street Branch.

The Reading Center, a community outreach program of Quincy University and the division of Education, offers remedial and corrective instruction for area children, kindergarten through ninth grade, needing help in reading, the language arts, and study skills. A three week summer enrichment program is available in July. A child may be referred by any adult at any time of the year. Fall, spring and summer sessions are offered. Fees are negotiable and a child is never refused enrollment for financial reasons.

R.S.V.P. is a program for people over fifty-five years of age who would like to volunteer their time, experience, knowledge and interest with others in the community. Among the services that the volunteers provide are delivering meals to shut-ins, counseling, grocery shopping and transporting people who are unable to drive to an appointment with a doctor or hospital. Volunteers also assist with clerical work and mailings at not-for-profit organizations.
